Unable to marry landed councillors

How to reproduce:
1. Land a character
2. Make him councilor (no need to assign him a job)
3. Try to marry him. You can't find him as a potential groom.
Note:
- If you find the bride and press the marry button, you CAN find the said councilor as potential groom
- This also happens if the councilor is never married; original number of wives doesn't matter

Can confirm, had this happen too but I wasn't sure whether it was WAD or not...

This doesn't only affect the player; the councilor is unable to marry himself as well. There are instances of 45 year old (muslim) dukes who never married because they are councilor of my viceroys

Yes and it has been reported numerous times already, hopefully you will see a fix in 2.4.
