This is correct, a single user can create a maximum of 5 groups. This is to avoid the creation of a high number of groups that serve no purpose.

It's not possible to set individual limits I'm afraid, however, if you remove the groups you've created after the games are finished (perhaps turn them into an AAR and share it on the forum instead?) you will be able to create more.
