Unable to Fabricate a Claim?

How many of you have had Chancellors attempting to fabricate a claim year after year and never getting anywhere. In 1.07 (and possibly earlier versions) it would seem that you cannot fabricate a claim in a county that belongs to your direct vassal's vassal (or their vassals). I had my chancellor working on it for years - then revoked it so that the county belonged to my direct vassal and the fabrication went through immediately.

I just tested it and you can fabricate claims on your vassals, vassals vassal as an Emperor.

I have no problems with fabricating claims, BUT remember that it is a % chance which means that you can possibly have your chansellor stand in a region trying to fabricate for 100+ years.
My record for NOT getting a fabricate claims is about 120 years

There is also a counter event, where your target bribes your chancellor and prevents him from creating a claim for a year.
