Unable to download workshop mods

This is a problem I've had with Europa IV mods and Crusader Kings II mods ever since workshop support was introduced. I hit subscribe and the mods never show up in my launcher or in any folder in my directories. It might be a problem with me having multiple hard drives as it sometimes causes folders to be cloned onto both my document directories but I have no idea how to fix that with steam's settings. I've tried to just kind of ignore it but now, seeing a lot of great mods that I really can't get my hands on it is just really frustrating me. Looking up the problem I've been able to find no solutions that work.

Are you saying you have multiple Steam libraries across your hard drives?

Does this happen with any other Steam games you might have?

Only one library on one drive, though my Paradox games and a few others generate cloned folders on my SSD's documents folder. The Steam Workshop works just fine for me with Company of Heroes 2 and Skyrim, it seems to just be Europa IV and Crusader Kings II that don't seem to respond when I hit subscribe. The mods I subscribe to are listed as subscribed mods, but they just never seem to download.

I've certainly found they take a while to come down, days sometimes. But they always arrive for me eventually!

I assume you've restarted Steam, even your PC, since?

And, there's a limit of something like 50-60 mods - are you near that perchance?

Oh, and Steam Cloud Sync is enabled?

Aha! I enabled Steam Cloud Sync and it works! Thank you, never would have thought of that!
