i know how to justify war goals against countries, even with the console command and instant war declaration i am not able to actually start a war with anyone. in vanilla as well as in any mods, it starts the pop up but then doesnt actually let me select any area to finish the process with. i have tried un-unstalling as well as removing all mods, nothing has worked. any ideas?

even after manually justifying or having a focus that gives a war goal it show this.
You've used the "allowdiplo" cheat, yes? That means no wargoal is needed, so it doesnt provide one.

for the screenshot i have yes. im saying i have also done it with manually justfying as well as focus tree and it is the same result.
Then you should provide screenshots of that, not an unrelated one with nocb.
