I wanted to separate peace East Frisia and annex them; the treaty window said I couldn't take their province because I couldn't core. At the time, Holland was occupied. Once I liberated it, I was able to ask for East Frisia.
It looks like the system is checking to see if you can core it RIGHT THAT SECOND, not can you core it eventually, once you're at peace. I don't remember reading anything in the patch notes about this. Anyone else noticed this?
