I'm unable to complete tram lines in areas where I already have buses and other mass transit. I found that when trying to complete a line, I was able to put the last stop directly opposite the first, but when I tapped to complete the line, I was unable to. I tried in several different places in my city to complete lines and was unable to. However, I put a tram depot, as well as a few streets, in an open space disconnected from any other streets in the city and was able to complete several tram lines.
I'm playing on PS4. I have installed the Mass Transit, Snowfall, and Pearls DLCs alongside the others that came installed when I downloaded the game.
