after completing the biological assentation line I cant add Non-Hiveminded pops to the Hivemind. I don't know if I'm just being stupid or its actually not working can someone please help

You also need to finish the tech (genetic resequencing, I think?) which unlocks when you complete the biological ascension perk. The perk alone only gives you more trait points, the tech gives you advanced traits (including hive minded) and the ability to freely remove positive and add negative traits.

Also, there's a bug in 1.5 where pops still get eaten even when you're gene modding them. Try playing in 1.51 (the beta patch).

I've done both of them and still nothing

I once remember seeing nothing available when I was going to make some pops Cyborgs (they just recently moved into my empire after I already became Cyborgs) and saw nothing as well because they where already "capped" in how many traits they had. But as soon as I subtracted a negative trait I could see Cyborg and all the other traits I could add. Added Cyborg, then gave them back the old negative trait (without costing me any Trait points either) and was able to modify them that way.

i had a cute situation when i've played hive.
from dev's diaries i thought that going ascension is the only prerequisite to add pops to the hive. so i said to my friend "stow, don't declare war... only 48 months til it'll be able to ascend".
then we're conquered and shared the planets...and i've found that i can't modify xenos to be a part of the hive. so i've decided to gift these planets to my friend.
and you know what? i still got a genocidal penalty to opinion. creepy. i haven't even killed anyone yet. -___- (well it turns out that i've ate 3 xenoses in a course of the next 35 years...for falsely accusing me in purging)

This is correct, theres a tech that needs to be researched in society to enable the advanced traits. I actually posted it as a bug (and QA explained) after misreading the tool tips and not finding anything in the wiki or forum searches that explained it (partly because I didn't know what to search for since I had thought I hit the pre reqs).

I do think that this could be made more obvious via the event/tooltips since LOTS of people seem to miss seeing/realizing that extra needed tech to unlock the advanced traits like hive mind and erudite.

Edit: scroll down to the bottom of your society tech card list, it's one of those permanent unlock/available types it seems

I haven't taken the biological paths yet since i'm working on the psionic path for my species but I just looked at the anscension paths and there are 2 biological paths that I see so far. I don't know if you need both of them or not, but I would say yes you do to be able to add traits etc unless I'm wrong

the first and second one
Engineered Evolution - says you need the Gene Tailoring technology
Evolutionary Mastery - says you need the Targed Gene Expressions technology
