One of the lead-ups to the US-Nippon war was an ultimatum that Japan withdraw from Indochina in exchange for lifting the freezing of Japanese assets & the US/allied oil embargo...there were a couple months of negotiations before the Dec 7th attack with proposals on both sides.

In my current game, I would (as the US) have liked to ultimatum USSR to settle their war with Japan, lest I jump in. (long story short, no US-Japan war, early victory over Germany, then Soviets attack a Japan still bogged down in China...).

Diplomatic negotiations are a weak spot in the game...

It'd be cool to see more options for strange ahistorical possibilities like that. Maybe you could have a check list in the options before you start to see if you want the even to fire when your playing as a country not involved.

Diplomacy and WWII

Diplomacy was a big deal...the Russo-Soviet Pact, the failure of Poland and the West to work with the USSR on the Czech crisis, doing Munich instead...the Destroyers for bases deal...the Italian surrender negotiations (most of the Italian fleet ended up with the allies), the negotiations with Vichy French officials...peace negotiations with Japan, the pre-Pearl Harbor back and forth between the US and Japan...

None of that is possible here, a real lack.

There should be an ability to negotiate...say oil concesions in Bruni in exchange for a non-aggression pact for Nippon...Japan had bitten off more than it could chew in China...some settlement might have been possible...
