just make/get a mod for a ukraine tree. considering that a country like italy still doesn't have a tree along with a lot of starting free nations, ukraine tree likely won't happen in hoi4 (save for modding obviously)
1) Technically what you meant to say was "Italy still doesn't have a new tree", since they were one of the 7 (plus 1 free day-0 DLC) that started with one.
2) By "starting free nations" I assume you mean countries that start on the map on 1 JAN 1936 (or 1 SEP 1939 for that start) that use the Generic Tree, then I agree. All of them should get a tree (even if it is a regionally shared tree like the Chinese Warlords got) before any country that was released during the timeframe of the game (i.e., Croatia) much less a country that didn't exist on the map in any form during the timeframe of the game.

Yeah, you interpreted what I said correctly. Realistically we'll get major country updates, a nordic country pack, middle east country pack, south america country pack, etc. before a tree for a country that isn't released to start would ever get one.

I believe the generic tree should be reworked in the style of this road 56 and have certain peculiarities or differences depending on the geographical area of the liberal nation they are located. What would give a little more flavor to these nations that are released as the Ukrainian case.

I believe in the last dlc the opportunity to give something flavor to Ukraine was wasted as its active collaboration Ukrainian nationalists with the Germans during operation barbaroja

I'd agree with this - the central and southern American countries should probably have something relating to resisting USA influence, at least as an option for alt-historical playthroughs.

The whole thing with "go fascist, annex neighbours" being practically a requirement for a significant number of achievements isn't ideal, imo. There should be other ways to reach those goals.

I already count that both South America and Central America will have their own country pack as any eligible nation in 1936. I was referring rather to reworking the generic trees for liberal nations such as the Ukrainian case so that they would have something of their own flavor according to their geographical area, as is the case with Road 56 CBTS , or as some suggestions in that post to create shared trees in the Chinese warlords style for recently liberal nations .with some regional variations it would be indicated for nations such as the Ukrainian or other colonial independence movements.
