UK "Secure the Dominions" Focus broken in LaR?

I've been trying a Communist UK. As I understand it, in order to be successful with the "Secure the Dominions Focus" you need to have more than 20% communist support and have certain levels of troops in relevant states within the dominion. Maybe also Martial Law in force? This was apparently possible before LaR as once you flip to communist you can support a communist party in the dominion to build up support while you move in the troops.

I have not been able to do it to just Canada (5 attempts) as increasing communist support at 0.1% per day to 20% from 1% takes 190 days after the referendum but Canada leaves the UK sometime after 180 days. You also need to time it so the focus completes after you have the communist support. This means starting when support is at 17.5% given the focus takes 25 days (if you don't select any other focus in between the referendum and starting the focus). So you need to be very lucky with when Canada declares independence and accurate with the timing or you have wasted time on the focus.
Unless I am missing something?

However under LaR you can only use propaganda to increase support once you have an intelligence network and you cannot make an intelligence network in a dominion.

Once the dominion has broken away you can make a network but then you cannot move in troops as they are independent. So the focus is completely broken even if it was insanely difficult before.

Or am I missing something here as well?

the thing was already partly broken before ... putting all those troops to do martial law (for manpower) is too much, they should lower the quantity (ok, you also count the troops obtained by the puppets as yours) and above all increase the time before they leave the UK ... especially now that the beautiful button "that allowed you to push your ideology" has been removed instead now either you have LaR or you can't do it ... and above all it's even more difficult (not just push minus your ideology but it also takes a long time to create the network). That is, paradox for a couple of years now, makes absurd choices!

You are missing something: There are "propaganda campaign" decisions (NOTE: these are decisions, not spy operations) you can enact in the dominions already under martial law. Once they have more than 20% of your government type (fascism or communism), you can take another decision to flip their ideology to yours.

These are all decisions enabled AFTER you take the "Move to Secure the Dominions" focus. You don't need to get support up before taking the focus.

I've never had to use the pre-LaR method of boosting party popularity to secure all of the dominions. With practice, I'm sure you can, too.

I think he means he used it anyway but the dominions come off anyway.

There is a whole new section in the Events & Decisions covering it once you make complete the Focus.
Once you have completed the Focus & have the necessary manpower in place then there are decisions which means you can install a Communist Government and the dominion will remain a subject.
