I had a big war with Russia, France, Spain and Austria as the North German Federation. Britain was unhelpful, at best... they dropped some forces in France, which scored a victory or two, were driven back, were reinforced...they never managed to occupy any territory by the end of it, and France had plenty of forces to spare for me. The navy did blockade French and Spanish ports, but then the huge Russian Baltic fleet came out to play, and simply destroyed the British completely; the largest British fleet I saw in one provinces was half the size of the stack the Russian navy was using.
I definitely agree that the UK isn't using its power adequately, both naval and militarily. They're not making the wise decision to stay out of wars, and they're not deciding to hang back; they attack but do so in a way that gets them crushed by lesser powers.

The invasion AI was improved in HoD, and further improved in the beta patch. Sadly it's still not very good, but the UK should at least try to contribute now and again.
I do believe there is some sort of advancements in the invasion AI, as before HOD, playing Japan you'd never hear from the likes of Germany, France of Austria as even if they DOW'd you, theyd necer actually do anything about. In my latest japan game, a DOW on Russia caused Germany to attack me, and they did send ships all the way across the world to attack me in Vietnam. So yes, the AI can do overseas invasions if it so wishes to. I think the UK is just must less intereted in it, which as others have said, its not entirely unhistorical.
As for the naval part of warfare, yes they should be much more agressive, but I believe this was fixed in the latest patch.

They are walking in there through the strait from Dover, not invading using ships.
Invasion AI changes are elsewhere (try Ostend Manifesto with the USA for example).

One was added in this beta patch, mostly as an experiment as it greatly improves the UK's ability to project power in Europe, but we wanted to know if people were noticing them getting overrun much more often.
Is this temporary? I think it would be better if it was made so the British actually learned to embrace the Navy (for once) rather than letting France control the seas without competition...
The whole naval AI needs a rewrite frankly, but I wouldn't expect that in any patch. Maybe if we get another expansion. The strait is meant to be permanent, though we'll see how it works out before making any decision on that.
