When it comes to some countries with puppets (the UK and Japan at startup), the ledger can be very unreliable because the resources delivered by puppets are listed twice. Because you have a landlink to all of your puppets, they send their resources to the adjacent province first, which shows up as "received from puppets", but then you have to move it to your capital and that's when it's listed as "convoyed to homeprovinces". Subtract the amount of resources you get from your puppets from the resources you ship home to get a clear picture of your actual resourcesituation.
Another complicating matter for Britain is that you start out with several convoys that ship resources to the Commonwealth. You can deselect the oilboxes from those convoys, they don't need it. Apart from NewZealand which needs coal steel and rubber, you just have to ship some rubber to them. In return, Canada and SouthAfrica send steel back to you, although this doesn't show up in the ledger.
