It was my understanding that the garrison command was supposed to be tweaked, but it seems to still need work. I was playing India, and I was glad I preemptively garrisoned Egypt because the British completely abandoned it after Italy joined the war. This might have been because I was already there, but given that other threads have complained about Cairo falling more often than usual, I doubt it.
