When I play as the UK (about 40% of the time) I always give away the obsolete CL 3 to minor allies and nations due to get attacked, like Greece and China. (Slightly gamey, I know) I was browsing Wikipedia's article about Dunkirk this morning and it linked to an another article about the HMS Cairo, and how she, and some of her sister ships where converted to AA cruisers in '38. Is this event simulated in CORE, and have I therefore been giving away potentially useful ships?

IIRC, i dont think so son. I cant remember an event that does that whilst i played as the Brits.
Research the 1938 AA light cruiser and build AA cruiser conversion brigades to upgrade your older CL into an CLAA. May also be used for old CA.
You should disband/give away any ship with a pre-WW1 fire control brigade as they won't ever upgrade to a recent one.
