UK can't join war?

My first play through as UK running the anniversary pack with Together For Victory and Death or Dishonor. I don't believe any of mods would effect this. I allied with France when that event came up. I also stood up to Germany in the Sudentanland. But now Germany has declared war on Czechoslovakia and France and I am on the outside. For either country it states that I can join their war and they will accept, but the box to accept is greyed out. World tension is 29% and my war support only 18%. Could the war support be why?

When you hit the "Join Wars" button in the diplomacy tab, it pops up a small window listing possible wars to join. You must select the war you want to join (even though there is but one in your case) before the "Accept" button becomes active.
