[UI] Preserve position in list on update / refresh

I've noticed in many lists that you are catapulted to the top when the list changes, which makes it quite tedious when you're busy going through it and trying to select stuff:

• New Fleet, when clicking on one of the ships to move to the new fleet the list refreshes and shoots you back up, leaving to find where you where and continue from there:

• Extracting armies from a planet, just the assault types, also shoots you to the top when right-clicking on one of them, meaning you have to scroll between each here too

I was just about to post thread how it would be nice to have contact lists stay in same place they were last time you opened it, but as your wrote, it's probably desirable for all the lists.
