My speccs are: i5-1337U, AMD HD 7700M . All software up to date.

I repeat some issues from another post but this is really annoying

Bug can be reproduced by selecting policies, clicking a district and then hoovering a policy and wait for toolt tip to appear which instantly triggers the bug. Tried all possible combinations of in game graphic settings as well as forcing settings in CCC, bug still persists. There's no known work around to my knowledge. The bug looks like a typical over heating issuse but as far as i can tell it's not, since it can be reproduced when GPU is at idle temp (~45C).

EDIT: The bug persists in game, even when loading another save, but often goes away when exiting to main menu. Thus, if you encounter the bug you can save your game (granted you can access the menu), exit to main menu and reload.

To me, that doesn't look like overheating AT ALL.
An overheated GPU slows everything down.
And overheated memory usually shows "sparkling dots" etc..

A software bug or not enough power is my best guess

Unlikely due to not having enough power since it's a prebuilt laptop.

Software bug is the most likely culprit indeed. I hope CO can get to the bottom of this with your description that it appears in-game but can be cleared out by going to main menu and back.
