Pause, ask them for mil access, open console, change tag, accept mil access, change tag back, unpause, march troops home, cancel mil access.

You might be capitalising incorrectly it's "tag = TAG" e.g. "tag = FRA" if you have uppercase in the first bit or lowercase in the second it won't work.
The problem with the tag cheat now is the AI keeps running on the new country, but since you don't unpause until you go back to your first country it's not an issue.
And my pc is 4-5 years old. I know it's not impossible to have an older one, but I'm not exactly on the bleeding edge here
