when i want to play as small uncivilize, there badget just go down no matter what i do... it's doesnt matter how i put the taxes, the taxes are going down and very soon i start takes loans. how can i fix this?

Research the tech 'Freedom of Trade' and your economy will improve dramatically.
The problem is that you don't really understand yet how to balance the budget, and starting with a small uncivilized country only makes it 10 times harder. If you're going to try it, at least pick something like China/Japan/Egypt (it will still be hard).
But yes the budget will go down and it can be hard to balance. What you need to do first is research Freedom of Trade, and just hang in there until that finishes. Avoid war, spend as little on stockpile slider as possible, and pay your admin/education as much as you can.
Once Freedom of Trade is researched it will boost your revenues incredibly and you should be able to do okay with the budget from that point on.

This sorta stuff should be in the tutorial, or tooltips, or somewhere in-game. Good tips, may give Nippon a second shot.
What I usually do is lower military spending, raise all taxes to 100% and research freedom of trade and mechanical production. After that your income will rise to levels unheard of.
I tend to take a loan to cover costs until I have researched Freedom of Trade. Of course, tariffs and taxes are also high, military slider low (depending on the unciv), though education and administration I try and keep as high as I can. Once FoT is researched I begin paying back my loan with my healthy budget before setting the sliders to more sustainable levels.
Typically won't take me as an unciv more than 5 or 6 years (though of course, it depends on the country).Well they way research is handled that could take 10 years
well, thanks you all! i've success now, but how can i get CB on other countries? i want to expand and civilized, but each annex is 20 badboy points, so i can only annex one country..
You can gain CBs via some events, or if you end up in the right kind of position to gain some specific ones (e.g. acquire core state).
