Two versions of Organizer commander trait?

I currently have a 22 Martial commander with both Organizer and Rough Terrain Expert:

I also have a 17 Martial commander with just Organizer:

Why is one giving Advantage in Desert/Drylands, and the other not?
Are there two versions of the Organizer trait?
Do characters with two commander traits sometimes receive lesser versions of the traits?
Or is it linked to the culture or religion of the character?
Or their opinion of me?

I can't find any mention of this 'improved' Organizer commander trait in the wiki. =/
