I think you're probably right...and...the functions of construction engineers will be abstracted in the game. I wish they wouldn't...but...like robothelpermnky said "I will take what Paradox gives me and love it".

Doesn't hurt to wish for construction engineers though.
I hope that if the function is abstracted that the building process will be able to be interrupted/set back by a successful attack (i.e. The Germans are building a line of fortifications/airfield/fueling stations so I attack/harrass/bomb them to prevent/delay completion of the project)....perhaps similar to when your colonies were damaged/set back in EUII by native uprisings.
For example: a factory is being built in province X by my enemy. I bomb province X with the intent of destroying that factory before construction is completed. It would be nice to think that the factory building is set back (or even destroyed) depending on the skill/accuracy of my bombers.
Edit: For any betas out there: Has this been discussed in your forum yet? If not, would one of you be kind enough to start a thread about destroying/delaying factory/airfield/pier/facility construction through attacks?...please.
