1. I would like to modify the text in the popup for Bitter Peace. The USSR surrender proposal is event 2624 which references "EVT_2624_DESC". I assume that I would need to alter the text in EVT_2624_DESC. However, I cannot find it, even after using Google desktop. Could someone please tell me which file in which directory to find EVT_2624_DESC.
2. Some ministers seem way overpowered (for example, +25% manpower growth, which is like the equivalent of five industrial techs). I would like to lower the impact of certain ministers' attributes (say to +15% manpower growth). Which file in which directory would I have to modify to make these changes?
