The first is about forts and their zones. There is a coastal province and a neighboring province in the depths, where the fort is located. Is it possible to walk past the fort along the shore? According to my knowledge and experience this should be impossible, but the AI somehow manages.

And more about the forts. Two forts stand one behind the other. In theory, the first should block the path to the second, but for some reason it sometimes succeeds. It is also sometimes possible to get into the province, which is immediately behind the fort. I don't understand the pattern and would be very grateful if someone could clarify.

The second question is about coercion to war. There is such a parameter as a distant war. It is quite large and it is almost impossible to cover it. But why does it exist for rival. For example, France has the Ottomans as rival, if she agrees to participate in the war, she will receive many pluses in power projection. But she categorically refuses, because 'distant war'. Of course distant, it's the Ottomans. In general, is there any way to make her fight.

You need to post the save and a screenshot of the map to get a complete rundown of how fort rules work in that situation

Prepare for war, high trust, low opinion of war target, selling them land nearby to be closer, vassalising someone ottos is at war with so it becomes a defensive war you can call france into

Forts and zone of control are complex. The previous province that a given stack was in can be relevant, in addition to the province it is currently standing in.
For a start, I suggest read the wiki page, it has a lot of detail and may not exactly answer your question but will be a good start.

Call another nation into the war as co-belligerent who is closer to the ally you want to join your war. Ottomans often ally Tunis, which might be close enough to France to make a sizeable difference to the distant war modifier.
