Two questions about tomorrow patch

1)Will there be/is there a way to ''base'' captured ships in provinces with grand shipyards, for reduced maintenance cost ?

2)Is there any change to vassal-annex, my berzerk button issue ?

You can mothball fleets, which causes you to pay minimum maintenance but they drop down to low durability and will take a while to get back up when you take them out.

And the patch is the day after tomorrow.
