1. What is the exact difference between hard attack and soft attack?

2. At what distance do HQ's give their bonuses? Can they give bonuses to units just in neighbouring provinces, do they have to be in the same province or do they have to be a part of the unit itself?

To be more precise about hard and soft attack: Every unit has a softness percentage between 0 and 100%. If a unit (unit A) is 100% soft (I.E infantry, militia, etc), they will take 100% of the damage from soft attacks: So attacking unit, B with 5 hard and 15 soft attack would get 5x0 and 15x1.00 shots at A.
If A was motorised and had 70% softness, then B would get 5x0.3 and 15x0.7: 12 shots. If A was ultra-heavy-armour and had 10% softness, B would get 5x0.9 + 15x0.1 shots: getting a miserly 6 chances to damage the enemy.
In general, soft attack is more useful then hard attack as EVERY unit can be damaged by soft attack, but many units are immune to hard attack.

This logic is so command & conquer, btw. "Here, I shoot you riflemen (softness) with my tank gun (hard attack). WHAT, you are still alive?! OH NOES!" Just like the rocketman infantry of c&c.

So I take it then that hard attack is the same regardless of softness percentage? So say the benefit of tanks over infantry is not that tanks do more damage to the infantry, but the infantry does very little damage to the tanks?

But all units have a soft and hard attack, when do they use what? Or are they used at the same time? And what units are immune to hard attack?

If the logic statet here is correct, then having 100% softness makes you immune to hard attack. So Infantry does not recieve hard attack. On the other hand, 0% softness would make you immune to soft attack then. But no unit has that. Hard and Soft Attack are dealt at the same time.

Hmm, that would mean that tanks with artillery or armored cars attatched should slaughter infantry without any brigades. Since they would have decent soft attack, but the infantry would hardly be able to damage the tanks.

Infantry is cheaper and has some hard attack, also they can be brigaded with hard attack brigades.

I've always assumed that infantry hard attack is a combination of hand-held anti-tank weapons, close-in explosives, and the organic anti-tank units attached to the division.
As I see it, the main advantages of tanks in actual combat are their low softness (which protects them, mostly, from what are usually very high soft attack values), and the fact they have good toughness/defensiveness anyway. It used to be the case that you COULD add AT to your divisions, making them specialist tank-hunters: but now they've merged AT and ART. Never really liked that idea myself...

1. What is the exact difference between hard attack and soft attack?

Soft and hard attack represents the weapons that are used to take on infantry and armor. Soft attack represents small arms, rifles, machine guns, mortars, etc. While Hard attack represents anti tank weapons, AT launchers, recoil less rifles field guns. Personally these values aren't the most important. Just remember to keep up with the times, use 1942 inf in 1942, and you should be fine. The real question is in hardness, when making divisions try to lower their softness value as typically the enemy will be able to do much more soft damage then hard damage.

2. At what distance do HQ's give their bonuses? Can they give bonuses to units just in neighbouring provinces, do they have to be in the same province or do they have to be a part of the unit itself?

HQ give their bonuses to neighboring provinces and the same province. They do not have to be in the unit itself, in fact I like to leave the HQ as a separate unit to speed across the region and provide bonuses were needed.

Tanks have soft attack too. The fact that if you hit a rifleman with an AT round, that rifleman dies about 10 times over is represented in the game.

Each point of toughness gives you a 10% chance to block an enemy shot while on the offensive: so if you have 20 toughness, that gives you an 87% chance to block enemy fire while you're attacking. Defensiveness does the same thing, but for when you're on the defensive. I'm not entirely sure, but I -believe- that both can be 'overcome' by more shots being fired then you have toughness value: so if you are shot at by 50 shots, only the first 20 will be blocked. This makes both toughness and defensiveness pretty unimportant, particularly for large battles.

From the wiki article,
http://www.paradoxian.org/hoi2wiki/index.php/Battle_mechanics_and_formulas
if the attack_sum = Attack_1+Attack_2... > Defence_1 than D1 gets 2*attack_sum - defence_1 hits else (i.e attack_sum < Defence_1 ) D1 gets just attack_sum of hits
