Two minor cosmetic issues in Bermuda, Estland

Bermuda: In political mode, not all islands of the province appear in the color of the owner, some are blank colored.

Estland: When troops being made there, and winter in gulf of Finland, the ice is above the graphic of the builder. The Builder should be on top.

Not only that, but they were PTI when I tried to send a conquistador to explore them. Why even bother putting those islands on the map then?
