1) So Prussia starts with negative manpower - maybe other countries too - in the GC, however, it is still negative circa 1847 and I'd like to reinforce my units that smashed the Danes. The manpower number is ever so slowly inching up towards 0, but at this rate it will be at least another decade until it does - am I missing something here or is this intentional?

2) When I hover over mobilization it says I have divisions in reserve. It also says I can mobilize 0 of them and the option to click the button is greyed out. Do I need a specific tech to mobilize, certain resources, or what exactly? I have a large cache of small arms and canned food (300)...

If you already have divisions in reserve, dont click mobilize, click on the area where it say how much div you have in reserve. it will bring you into the reserve deployment menu. Mobilizing puts troops into reserve, doesnt deploy them.

if you need manpower quicker reassign labor pool pops to soldiers from farming...this will raise max and monthly climb rate..once you have what you need you can reassign em back..same for leadership pool with officers..however those bit more expensive to make

If you need manpower convert a 100.000 pop to soldier. Always try to convert the biggest POPs to soldiers.

Actually a 100.000 POP has the same productivity as an 25.000 POP when used in factories/RGOs but if used as soldiers the 100.000 POP gives 4 times the MP as a 25.000 POP as it should be.
