Two identical intersections - only one has traffic lights?

I've built two - seemingly - identical intersections, but only ONE of them has no traffic lights?
What am I missing here?

You have a ton of mods, so I'm suspecting a some kind of conflict. Or maybe you've even toggled the other light off yourself by accident?

I´m so tired of this games trafficlights.

You wil be able to toggle traffic lights when the new path is coming out, same time as when Mass transit is released.
