So I conquered Rome as Byzantium and figured "why not re-instate the old Capital with my handy-dandy Notepad?"

So I did.

Then I thought "why not make Rome AND Constantinople BOTH capitals?"

So I did.

I've played several years like this, without any actual problems I can see. I punched in the capital-population cheat to see if the game would explode, but only Rome gained the population - obviously, this isn't an issue since I won't be cheating continuously, I just wanted to see if each capital was "functional".

Both will display my tech & stability without crashing the game or anything of that nature. As far as I can tell, they're both fully functioning capitals. I suppose the next test should be a Fine Arts Academy in each, to see if they both receive bonuses?

That said, judging by how easy it was to do, I can't be the first person to have done this.

Are there any known issues to having two capitals at once?

No (from my experience), but its a cheat in my book. I remember when we edited once Kongo for Poland in a multiplayer game (Kongo had declared independence from Poland when the Polish player was away, so it was the reasonable thing to do) - we basically edited such by copy-pasting the city info from Kongo's tag into Poland's tag, but forgot to delete the "capital = yes" (or whatever it was) line and in the end, Poland was left with a capital in Warzawa and in Kongo, getting full tax income from africa and europe. :D

I dont know other possible side effects, but probably countries with 2 capitals will never be annexed.

I did a quick pair of experiments - vanilla GC as Ottoman Empire.

The country starts with seven provinces, so I made all of them capitals, just for shits and giggles.

To test annexations, I also gave Serbia- two provinces -a capital on both.

The only thing about having multiple capitals that "doesn't work", so far as I can tell, is that the "swift" cheat only gives population to one province, as opposed to all of them. Curiously enough (or not at all curious, I suppose), when the OE had seven capitals, the province that gained population was *not* their original capital. The same province is also the "home" province for purposes of map centering. The game seems to have arbitrarily selected one to act as the capital for certain functions, but allow them all to act as capitals for others functions; stability, income, etc.

Serbia with two capitals could not be annexed in war, as I could not take either province from them in order to beat them down to one province. I could vassalize them, however, leading me to believe that a diploannex *should* work fine.

As far as the number of capitals a nation can have, the only limit seems to be the number of provinces that nation has.
