Three things to mention, firstly the victor goal system is entirely voluntary so there is no need to use it. Secondly these are modable so if you disagree with our interpritation then feel free to change it. Thirdly this is very much a faction game so you win if yor faction wins.

So if I understand right - goals arent for factions but the sum of all members scores give the result. Victory goals are individual for each country. Am I right? Missions result in scores which are counted together with allies.
And if I resign from that idea - the game goes without any scoring at all?

No you're wrong.
