Technically yes. But a sudden switch from democracy to autocracy won't be accepted very nicely by the population. At first they hate to basically feel like in a dictatorship, then they hate having to vote on stuff (being commanded around is far less annoying than thinking to fanatic authoritarians, you know).
You should also remember the 20 year cooldown between two government changes.

I would expect this event to automatically make your empire an autocracy and then give your current ruler the Chosen One trait though. Almost like the Shrines of the Old Gods event chain.

This DLC just keeps getting better and better. I imagine that taking the "Upload our minds into synths" path will also allow you to get an Immortal Super-Ruler, so I wonder if taking the Biological path will also unlock some sort of immortal.
