I would guess an additional bonus rather then replace
I don't know about that... The icon of cKnoor's government has changed from the good old Despotic Empire from the first week's stream to a much more generic red icon depicting one person; Wiz's changed to a generic green icon depicting many people. These sound like Authority icons for Imperial and Democratic rather than new government icons for Despotic Empire and Moral Democracy.

Hey, I'm just saying that normal bonus AND civics is better than just civics. What is so disagreeable about this?
Making them with the modular bonuses is better. It prevents situations where a bonus is so good it drives people to change their ethics to get it. For example I dislike how the edict modifiers are locked behind autocratic governments with either spiritualist or pacifist ethos.

Civics are very specific, so picking just two will actually narrrow representation of that is your goverment. And even if they are ethic locked, picking just two will kill all resemblance between goverments of similar type. I woud prefer a basic more broad bonus for goverment and civics for more tuning and fleshing out.

My guess is that you chose an authority type which determines how your government leader is given and holds the position, and then you pick civics that match your ethos.

So, instead of picking, say, Indirect Democracy, you pick a Democratic Authority, with civics that reduce leader cost and increase starting leader level.

You should probably be able to change civics and authority in the same way you can currently change government types, with an influence cost. I also wouldn't be surprised if this also adds more techs to unlock civics, as well as bonuses that currently don't exist. It will likely mean that you also won't always be simply upgrading your government into one that's exactly the same but with bigger bonuses like you do now as well.

If that were the case, you probably won't pick a government type anymore. Instead the type is a flavor name based on the civics you pick.

I certainly hope this is the case - because if so that would be awesome and a significant improvement over what we have now.
I would imagine that it might be possible to unlock new Authorities as well. Perhaps the "Hive-Mind" they mentioned is an Authority type?

EDIT: Just had a thought. I think the basis of the Hive-Mind Authority should be that all your pops connected to the Hive-Mind have Ethic Attraction and Happiness disabled. This way they will only ever have your empire's ethics and cannot receive the bonuses/penalties from positive/negative happiness.

I also made up a Civic that I thought would be a fun game aspect and would be available to gain late-game for Empires who have adopted the Synthetic Evolution Ascension Perk and who also have the Hive-Mind:

"Ever since we evolved beyond our organic bodies to also include the synthetic, we have lost the ability to reproduce naturally. While we can construct new Synthetics, they are merely AI machines and lack the true 'Spark of Life' that comes from organics. Therefore it is imperative that must assimilate new organic beings into our collective by freeing them from their weak flesh and bringing them closer to perfection. We will add their strengths to our own. They will adapt to service us. Resistance is futile."

(x) Has adopted the "Synthetic Evolution" Ascension Perk.
(x) Has adopted the "Hive-Mind" Authority type.

Unlocks feature: Assimilation. (Ability to convert alien organic pops on our worlds into Synthetics and adds them to the Hive-Mind. These pops are more productive than AI Synthetics (+5%). You gain a small amount of Technology points for each Pop who is assimilated).

I like it, the tech points might be a little too OP but the rest is interesting.

Perhaps. That is why I said only a little amount of tech points. Say, 10 of each category per Pop assimilated. Unless that is too little, just a thought.

I think the synths made thru this way (including your own initial POPs) should get a trait to distinguish that they have this "spark of life" and get the a small 5% increase to all output (except influence and unity). I'm fine with that but maybe people with a more materialistic attitude would act like that implies the existence of souls.

Yes, but people get a little up tight about the reasoning on this forum if it violates their personal ethos. Especially when it deals with their favorite playstyle.

It was only a simple description, can always be changed. My main point was my desire to implement an "Assimilation" mechanic á la Borg.

This looks very interesting. "Build yourself a government". But balancing... As with Traditions and Ascension perks, i hope it wouldn't lead to the situations where one "proper" path for each play-style will be found soon after 1.5 release, that'll lead to the same builds it each party.
