Quick suggestion. Add a Refugee option for "Main Species only" or "Only for SPecies with citizenship" or something like that were you can keep it to thoose species that you find welcome.
(Probably won't be needed in most games)

Not necessarily. If you have an ally you've previously had a migration treaty with, you may have picked up their pops and granted them citizen status. If that empire later runs into trouble (eaten by xenophobic FE, maybe) that gives you the ability to shelter the fleeing diaspora.

I guess it would be like the Free French fleeing to London after the Nazi occupation.

In one of the comments under the tweet Wiz states you can grant citizenship to ANY species in the galaxy whether they life in you empire or not. (presumably dependent on ethos though) Wiz said more details will come tomorrow in the dev diary.

Apparently, you can given citizenship to species which aren't currently members of your empire. Also, what General Retreat said. Pops can spread throughout the galaxy in quite non-direct ways, (Empire A has a migration treaty with empire B who has a migration treaty with Empire C etc), so some species can end up with real diasporas, which is one of the less commented on cool things about the game.

I'm hoping this is exploited for a potential espionage system. For example, if migration agreements or having local pops of your primary specie allowed for easier infiltration of agents you could then hop agents through neutral third party empires in order to gain easier access to an adversary they're on good terms with. Naturally a failed infiltration attempt that's initiated from a neutral territory would annoy both them and the target!

I do hope giving a 'utopian' standard of living has some kind of cost/draw back. I certainly don't mind the opportunity to be teh evilz in games, but I don't really like it when "evil" just means being a dick for no reason (yes, almost all rpgs with a morality system, I'm talking to you), rather than, say, simply prioritizing some personal need or other goal over the well-being of others. If you have the ability to provide a utopian standard of living to everyone at no cost, why wouldn't you do that?

I've had an idea for an empire that keeps 1 ruler-POP on the capital of each world and then uses some sort of slave/servant subspecies for all the others for a while... and more recently, I was gonna mod in an empire that started with a "domesticated" species on their homeworld.

There are at least some benefits to purging in the current version even if they are situational, but with the possibility of directly aiding other empires with refugees, in addition to other current collectivist/future authoritarian policies putting most other ethos against you - i'm really hoping authoritarian governments have some ways of seriously controlling other ethos, and that high standard conditions for your own species and nonexistent/slavery for those you conquer is enough of a boost to overcome and justify that play style.

Oh, and a negative modifier would be nice for the refugees exactly like stellar culture shock so the player at least has to consider the refugees option instead of an insta lock.

I just hope the diplo penalties for purging are dramatically reduced now. Why is the other side of the galaxy -500 concerned about me creating some living space onboard these ring worlds?
