I don't think this is aimed at pocket battleships.
They are indeed difficult to model in HOI terms, but hopefully the new naval model should mean they can be fitted in.

I hope this means that a framework is in place to define new units, and associated graphics and sprites, outside of the vanilla set. i.e. to break through the 10 model ceiling per unit and the pre-set unit types - so 100 different units of infantry, with 10 models per unit to allow detailed country infantry definitions.

I was also thinking along the lines of crack units - although they were rarely deployed in brigade formations (with one exception below).
eg US Army Rangers
Brit. SAS
German crack units (Skorzeny etc)
Soviet Guards Units - this being the odd exception, with Guards formations going from platoons/units all the way up to Army-level formations.
