This could also be a good way to simulate specialized divisions whose equipment is bought from other nations. So Argentina might have a brigade sized armored division made up of outdated tanks.

Something like nationalist China's 200th division.

"Never be built" strongly implies that they're given to you, not built by you, so as has been said - Partisans - and also as someone said, old German battleships, out of date tech that you begin with but don't create, etc. If the game ran earlier, HMS Tiger would be a good example. It might also include colonial police formations, i.e. weaker garrisons, or something. But probs partisans.

Thats what I said a while ago, but people either missed or ignored my post. I figured that because as long as components are defined, they can be used on any ship to create the OOB of a scenario within the confines of the "player-design" system, even if the player can't actually build XYZ class anymore because its 'too' obsolete. Which is why I think it has more to do with the engine understanding units that 'defy' the rules of player build (like less than min str. or frontage, or way over strength divs, etc)

I don't think this is aimed at pocket battleships.

They are indeed difficult to model in HOI terms, but hopefully the new naval model should mean they can be fitted in.

I hope this means that a framework is in place to define new units, and associated graphics and sprites, outside of the vanilla set. i.e. to break through the 10 model ceiling per unit and the pre-set unit types - so 100 different units of infantry, with 10 models per unit to allow detailed country infantry definitions.

Would be interesting to understand if the AI could read a custom designed unit specification and then use it sensibly - such as a siege artillery unit (with low movement and high artillery values) being understood to be best used to break fortifications.

In an earlier dev diary Johan said there aren't any model limits so this is unlikely to do with what you have suggested

I thinking what they are talking about is the "brigades". After all this is what you "build", and the divisions are "assembled" from the built brigades. Assuming this is all true, to me this means a very large pool of "blanks" that can be modeled as new unit types, in eithe the brigade level, or for those who wish to mod it to the battalion level, for this also.

I don't care what Johan says. When the game gets too easy, every hostile province spawns a division comprised of nothing but Maus super heavy tanks and a wing of advanced jet fighters.

May be an armoured car brigade but with better reconnaissance caracteristics :)
