In the last DD we already seen you can have both a regular army and conscripts. I am pretty sure the law is about the main composition of the army. Even if a country have both regulars and conscript, there is a big difference between a country that relies on a well defined regular army and one that relies on mass conscription in time of war.
One of the dev diaries implied that an "Army Structure" law has been added since the laws dev diary. So that's what we're seeing here.

The law is fairly clear to me. While I dont expect it to pan out as below, They are just upgrades on each other.

Peasant Levies: You can only recruit from the peasant pop group for servicemen. This is to simulate a feudal armies. Whether or not you can conscript here is unknown, but I would bet you cannot.

Regular Army: You build your volunteer army as normal via the barracks. All pop groups are open to join servicemen. No conscription.

National Militia: Allows small amount of conscription to simulate pulling in militias to your ranks. Regular army recruiting happens as normal. This also unlocks the Conscription Institution. I could also see a production method that allows for militias to be used as a pseudo-reserves and as such they are already armed like the regular army.

Mass Conscription: Allows for the full use of the Conscription Institution. Regular army recruiting happens as normal.

Like other laws this requires the approval of Interest Groups to pass.

I hope the devs differentiate between a volunteer regular army, where barracks have to offer a competitive wage (and probably a substantial premium for the risk) and a universal conscription system where service is obligatory and the pay doesn’t have to be market-based, but the overall size could be limited by total population in the state

We actually know it is a memey screenshot since groogy said he made the independent-at-start australian territories communist just to show us the flags. This discussion has no reason to exist or go on.

No, that was serious question, but seems that meme no longer means (at least on these forums) what it did 5 years ago, so sure. Because that's not a usage of the word meme I'm famailiar with save for statements like that on these forums. Assume I'm being a jerk just because I'm tying to honestly find out what you mean, I guess. Feel free.

But unless it's a reference to some recurring Thing about Communism, Australia or better a combination, how is it a meme? Half the time it seems that on these forums 'meme' anything out of the ordinary, exaggerated, or just for fun, when my understanding of the word is along the lines of the recurring jokes about incest in CK, or Sweden being the last nation to get a mission tree in EU4.
