This is not just a general. This is one of your armies.

Most obviously, this is an army of five divisions. It has already been mobilised (so we'll need to mobilise armies) and it is at full strength (full green health bar).
In particular, note the attrition number at the bottom. That is going to you army attrition (unless PDS are introducing a more advance old age mechanic for characters).
The tweet makes a point that this is Abu Sasha from Kaffa. The reference to Kaffa seem irrelevant enough to ignore for a general... until you realise that this is the army from Kaffa. Kaffa is able to provide 5 divisions to the army of Ethiopia. These are them.

My guess is that the player's interaction will then assign the Kaffa army to a front somewhere (probably representing the borders between adjacent states. What this doesn't show is how the army will be represented on the map.
Jumping to a few too many conclusions there mate.

Why not just make the arable land lower to simplify it?

Two reasons:

1. Flavor content. Having a modifier makes it more obvious.
2. Employment number stays the same. More people can be employed in the subsistence farms, they'll just produce less.

general or military staff system seems likely since there is a II, u can promote and generals are characters. It would be pretty cool to have one since hoi4's system is kinda boring and simple.

Now I am confident that the political side of Vicky 3 will be good come release. Good to know the devs followed through on what they said and are adding political parties to the game. Can’t wait to see how they work come the inevitable political party dev diary in a few months once they are ready to show it off!

Super stoked to hold and maintain coalitions of interest groups together. Maybe even create National parties of nearly all interest groups.

Cant wait for dev diary on political parties to come.
 
Well... Hopefully they won't overemphasize parties. As has been said before, parties model what politics look like. Interest groups model how politics work

How so? I love the interest group mechanic, but for them to translate directly to elections implies that politics is way more predictable and unnuanced than it is. I can see it reflecting a corporatist system well, but for regular democracies there's issues like swing voters, strategic votes, party stances not fully reflecting each of its members stances, party loyalty. Not saying they have to model it to that detail, but claiming parties don't actually reflect how politics work doesn't feel right.
