Unless the other 1st level perk is better I dont see it as a 1st pick. Larger borders is nice bit other traditions are much better for growing early game (Exploration, Expansion and maybe Prosperity.)So supremacy is something all hegemonic imperialists will take as a first pick, right?

In small\medium galaxies with standard number of opponents it's more about securing resources and deny your neighbors from them. Actually using them comes later.I don't know, combine this with other border expansion techs and you'll likely be able to control a fair number of resources pretty quick
Pretty sure nearly everyone's first pick is going to be expansion, and the tradition that gives you a free colony ship.
Get an early colony ship and save yourself 350 minerals, which could buy you a significant fleet of corvettes, or a bunch of mining stations. What's not to like?

If you are playing fanatic xenophobe with its already +30% border range whacking on an extra 20% is huge, once you found your nearest neighbour it would be really easy to box them in with frontier outposts and then prepare to invade them as they'll have a severe lack of space to expand or build mining outposts on.The free colony ship is actually rather weak, especially as adopting expansion halves its price so you only save 180.
You can have a similar effect with prosperity and buying a private colony ship with energy credits.
Border expansion is good when you are bordering on another empire. Early game you shift your border with outposts and colonies and supremecy wont help you with that.
