Last time I said Dev Diary #11 was the final dev diary. I lied.
1. I am not a crook
Today I'm going to (hopefully briefly) talk about strategic industries. Remember back when we were talking about technology and I said that most technology is not secret and is out there immediately upon discovery? But I also said that you couldn't just start throwing up fusion reactors in the middle of Namibia? This has to do with strategic industries, which are separate from tech.
I'm going to assign every nation strategic industries (based on their real world industrial capacity) and a score from 0-10. While I originally wanted the game to have ~20 industries, right now my plans are for six strategic industries that I anticipate will be very important to various national agendas: space/rocketry, cars, ships, aircraft, military/arms, and energy. For clarification, energy is the construction of power plants of all kinds - solar, hydroelectric, nuclear...
Naturally, this is very important in determining what your country can and can't build. You won't be able to put satellites into space without an international partner if you don't have a space industry, you won't be able to make your own rifles without an arms industry, and you won't be able to produce highly enriched yellowcake for your "peaceful nuclear power" initiative without an energy industry.
2. Peaceful nuclear power via your energy industry
For a lot of military projects, military/arms alone is not sufficient - you need another industry as well. Essentially, military/arms alone lets you produce your own rifles. If all you have is rifle producers, your domestic industries are probably going to have a pretty hard time making a fighter jet. On the other hand, if all you have is commercial jet manufacturers and no military industries, they probably won't be able to make fighters well either - the requirements are very different! Cars+military is good for military vehicles, space+military for missiles, ships+military for warships, aircraft+military for military aircraft, and energy+military for that thing we just talked about.
Basically, a score of 10 means that your industry is totally modern, efficient, and technologically up to date (it doesn't mean you make stuff for cheap). Every point less is basically like saying your industry is a decade behind modernity. A score of 9 will be pretty standard for a lot of well known brands. At score <1 your industry is at best producing stuff from knock-down kits, and a score of 0 means you don't have that industry at all. (Decimals, like 4.7, are possible.)
3. Maybe a 4?
The bad news is that while you can build up industries over time, this could take a while: perfectly respectable nations have taken decades to develop respectable space, aircraft, and energy industries. It will usually be faster and cheaper to buy whatever you need - expertise or equipment - from a country that does have the strategic industry you lack. This also means transfer of technology is important, since influxes of foreign expertise can build up your strategic industries.
The good news is that some strategic industries will suddenly pop into existence on their own as part of natural economic processes. This gives protectionism new meaning because international competition can whittle away strategic industries - though free trade can also bolster strategic industries, it depends on your economy! Industries will sometimes build up and collapse essentially at random. (Some more than others - military/arms usually won't...)
4. Now you have an actual reason to bail out your auto industry. Other, than, you know, the other reasons.
There's also a limit to how many levels of strategic industries your country can support. This limit depends on both population and economic strength. While the giant countries might easily have all of them, and even mid-sized countries like Britain or France could have a good 5 out of 6 at high level, if you're a smaller country then you probably have to think about which strategic industries are the most important to you. Do you want really highly built up industry or several at lower levels?
I haven't added strategic industries to the game engine yet but I think I'll have time to do so before the game starts. If I get really crazy I'll start adding additional industries like chemicals, electronics, and computer science - which will have their own important applications.

I don't think I understand the Energy Strategic Industries part. Does it refer to a nation's ability to build and use certain energy types along with a nation's ability for exergy resource extraction (so very important for the oil states)?

((No. Energy is only the ability to construct power plants. It doesn't have anything to do with the extractive side of things. If I introduced extractive industries, they would be called Mining and Oil.))

((It depends. I would say that solar panels are more technologically complicated and would require a higher energy industry level to produce, yes. On the other hand, hydroelectric is also green but wouldn't require a very high industry level to build.))
