I can understand there being reasons to take this reform other than my grievance with it (Patriarch Authority on Tap is a useful ability), but it feels odd to me that its interaction with Religious Culture is relatively weak. You lose RC's hefty (though less so now) influence impact, but then that's immediately tapped back on by the reform itself, which still doesn't feel like it's incentivising me to take RC. Also not eliminating RC's absolutism is weird, I don't see why you couldn't do that as well. Contrast with Protestant's reform which completely negates both the influence and absolutism costs of Religious Diplomats while not increasing the influence overall. I often take the Protestant reform and thus Religious Diplomats for the rest of the game, but I can't say that about this.
