What about additional factor decreasing development cost with number of provinces. This way, single province states has to spend much more to create overdeveloped cities. And some of them should be able to do so.

MP generation being almost same for all the countries is the origin of problem i think. Varying development costs with number of provinces may solve it. What do you think ?

Ultimatedly it depends on what the concept is meant to be. If it´s about population, as said before a natural growth that CAN be sped up with monarch points (maybe gold too?) is the most valid model, but requires some rather insane amount of extra numbers in the game. Some computers might not handle and become too slow etc etc.

Imagine, 3 bars per type of development, ticked every month, for every province in the game o_O

I like your idea for development being tied to population growth to a point..... this would weight the development to Asia which also seems weird for this time frame. Large Asian populations have to use more resources for population maintenance than their European counterparts which had more resources for development.

When you do this, could you consider limiting based on an algorithm that considers nearby development? For example, a 30-development Venice is less out of place next to a 26-development Treviso, 24-development Brescia so raising development in Venice from 29 to 30 is more likely than if it were surrounded by 15-development provinces.

I think this would be great. I am always annoyed by the weird way that the AI develops much more than their large development. Like they will continue to develop their 25 development capital when they also have an 8 development province.

In my Poland game that was one of the provinces I fed to Lithuania before becoming Commonwealth. Really picked all those expensive ones close together which resulted in... Russian being accepted culture when turning into Commonwealth! :)

This is where I observe that Russian is the largest culture in the world anyway :)

The language spoken and cultural traditions differed between:
Western/Nothern Russians (Novgorod, Pskov),
Central Russians (Muscovy, Vladimir), and
Eastern/Southern Russians (Novgorod Severskiy, Galich, Ryazan)
