I don't know if someone already found out about this, but I just found out how to do this :D

Yes, that is a half height pedestrian bridge. the left one is a normal +1 height bridge which can't be built right through a +1 rail height. However, mine could :p (I haven't tested whether or not cims could go under the rail)

Here's how to do this:
built a +1 pedestrian bridge

and then built a long ramp to ground level

So what? it's just a normal bridge with a long ramp.
well, here's the magic.

now you just need to create a new bridge from the existing ramp, if too low, you'll just hit a height restriction, like this

but, if it's high enough

Voila!

now you could just delete the existing +1 path and connect the +0,5 path to whatever you like

It seems that the only thing limiting half height bridge is the initial height value set by CO. So, if anyone could made a mod for this i would be grateful :p

Edit: eh, i just found out fine road height mod. oh well. :D
