I wonder how you made her attack your party, as in her trying to kill you and not simply picking the attack option. Neither the necklace lie option or the direct accusation made her do anything other than simply confess and offer a bribe.
I'm guessing that you have to have a certain background to properly finish the quest?

Oh and you don't gain any wrath with the rebels for killing her, you gain wrath with the town itself. So that second screenshot is meaningless.

Ah I see. Yes you're right I got a lot of wrath with the town that I didn't notice. *shrug* I don't really care since I held to the law

I should notice that the worst thing isn't a selection "have a bribe or serve justice and gain Wrath", even more, I'd say it's GOOD selection (for once you're gaining profit for doing things not looking fair!).
The worst thing is game highlights you should do something not to gain Wrath, and it's quite logical approach, and don't give you a chance to do it.

The game isn't all about black and white, it's all shades of grey.
Now game essentially tells me: "Hey, you tried to do essentially right thing (to punish a cold-blooded murderer), so everybody hates you because you don't tell anybody what are you doing and why. Ah you wanted do but there was not such an opportunity? Haha, pwned you, it's cruel world, we don't always takes anything we want."
It's not "shades of gray". It's writer' laziness.
Such things can be met everywhere, of course - when quite obvious and sensible approach to situation in game is blocked by "no such option", because writer and game designers together couldn't find a way to MAKE me choose between two bad options in a situation where such choice is obviously avoidable. So they just don't me an option to do sensible thing because just that. I believe it's not-so-good-job, but ok, let it pass (quite obvious such solutions, though, won't make me to think and really empathize to situation, because it's obviously mechanical situation trying to make me sad on the plain spot). But please, dear developers, have a pin of decency and don't mock me for your bad work.

No, Tiers wasn't subjugated yet. Bastard Tier was, but not another parts of the world, and even Bastard Tier is efficient "occupation zone". It's the very problem with sqabbling Ashe and Voices have - until they fight each other, they don't move Conquest along.
There is a juridical incident in a Court, when a Fatebinder is judicated for killing some Scarlets defending tierwoman. The very point of situation was that said woman WASN'T a subject of Kyros Peace but Scarlets were, so they didn't broke a law killing tierswoman, and defending Fatebinder did.
So you can point fatebinder to lie that a woman asked to join an army just before Scarlets had their fun - such petition makes her Overlord subject and a subject for Kyros Peace.
TBH, this quest was rather stupid. Not only it just feels comical that killing Chorus members would send a FATEBINDER to the gallows (hello Tunon, you DO realize I've been busy slaughtering them by the dozen all this time ?), but having a Fatebinder says "Kyros laws be damned" ? Hello, I understand she might have a good soul, but she's spent years being teached by Tunon, I'm pretty sure he would have caught on before...
