Kyros's Law can look merciless, but it is absolute. They may have thought it cruel, but you can still be a hero in their eyes.

I started by own thread about this and explained why I was rather unsatisfied with how the quest was written; however, I didn't get an answer to my question. I doubt anyone knows how to end the quest without giving into her bribery [letting her got off scot free] or killing her.
I hope it's simply a mistake on the developers part and that there is supposed to be a way to turn her in, even if it's not currently possible.

The problem isn't really "Kyros Law is merciless" (and honestly in this case, it's about every law in the context, she did a cold-blood murder and attempt at framing and attempt at corruption, I'm pretty sure EVERY law system in the game world would execute her), the problem is the absurdity and lack of options : you can just accept a bribe, or attack her "because she disgusts you". And in the latter case, somehow you get wrath "because you killed her before having time to tell anyone how bad she was".
So basically :

- You CAN NOT declare that you're punishing her "for breaking Kyros Laws".
- You CAN NOT make a lawful arrest.
- You CAN NOT denounce her to others.
- You CAN NOT kill her and then explain your deed.
- She even is an actual fight instead of a kill-by-decision (she's a small-frame woman with a long pin as a weapon... please ?).

This quest prevents you to have any options, and then rubs your face in it. It's just a terribly written one.

What I mean is that even if executing her is just, her friends and neighbours still won't like it. There are a few decisions in the game that give you both Favor and Wrath with a faction, because you've solved a major headache for them but killed their own fellow to do it.

It's inevitable. Even irl, people can be appreciative of you while still grumbling about one thing or the other. This one death won't push you into Level 5 Wrath.

The main problem, as I see it, is that the wrath result is entirely contrived, as there seems to be no reason why you wouldn't be able to turn her in or at the very least tell someone (Like the de facto leader of the town) about her crimes before executing her.
Here's where the writing falls apart: Before going back into her house, she clearly states (If you tell her that you wash your hands of the entire thing) that she was worried about you turning her in after which she's described as walking into her home. Hence she would still be there to oversee her new property.
If you choose to kill her then the wrath description clearly states that you murdered her before telling anyone about her crimes, an odd thing to state since you cannot tell anyone about it. This description also heavily implies that turning her in is an actual option.

This is either a case of some trigger not working, everyone having misunderstood how to turn her in or just bad writing.
But, yes it is just wrath with a town that won't bring it up in any meaningful way, as far as I know.

...and it's absurdly high quantity of Wrath in my option. I did this only for wrath with LC, and I gain 3rd level of wrath.

She is Tirswoman, so she isn't a subject for Kyros Peace, and her wife wasn't as well.

I sided with the rebellion and I didn't get any wrath at all for killing her which I find amusing.
Funny, so did I and I get ton of wrath.

She is Tirswoman, so she isn't a subject for Kyros Peace, and her wife wasn't as well.
Is she not? The Tiers have been subjugated. She is not a rebel, and the very reason that Turon and his Fatebinders keep court in Bastard City is to enforce and dispense Kyros's laws on the newly-conquered land. She is as much bound to the laws of Kyros as the noblemen who petition Turon in futility.

If there is anyone to turn her in to, who has more judicial power than the Fatebinder himself?

The people of Lethian's Crossing are no longer free merchants, but subjects of the Overlord by right of conquest. Here an outsider comes in, the lapdog of the conqueror, who did the legally correct thing by executing penalty of the law. But you're still an outsider, a representative of the brutal conqueror, and you've just reminded them that on-the-spot executions of their friends and loved ones without trial is Kyros's way.

Personally, for those reasons, I can understand why you'd gain wrath for making the right choice. The choice is letting her crime remain in secret and go unpunished, possibly for profit; or punish a murderer and conman, slightly reducing your standing in the eyes of the community for carrying out the law in the harsh ways of the North. It is justified in my eyes.

Though I do agree, the text is a bit of a tease for lambasting you for not telling anyone. I'll admit that I did reload the game to see if I could talk to anyone.

No, Tiers wasn't subjugated yet. Bastard Tier was, but not another parts of the world, and even Bastard Tier is efficient "occupation zone". It's the very problem with sqabbling Ashe and Voices have - until they fight each other, they don't move Conquest along.
There is a juridical incident in a Court, when a Fatebinder is judicated for killing some Scarlets defending tierwoman. The very point of situation was that said woman WASN'T a subject of Kyros Peace but Scarlets were, so they didn't broke a law killing tierswoman, and defending Fatebinder did.
So you can point fatebinder to lie that a woman asked to join an army just before Scarlets had their fun - such petition makes her Overlord subject and a subject for Kyros Peace.

Maybe that explains the wrath then: overstepping your judicial jurisdiction? :p But, there are occasions Tiersman people defer legal mediation to your judgment, or otherwise bow to your authority as Fatebinder.

Of course they do. But it don't mean they are defended by legal norms such as proper subject of Kyros is.
Look at Fatebinder as at official of occupational administration, not civil arbitrator. Imagine USA occupying Germany after WW2. Of course, locals have obligation to follow occupational administration rules; but it doesn't make them citizens of USA, so occupants are not obliged to follow US Constitution, police laws and limitations US law enforcer should in homeland.

Erm, but that still puts them under the authority and rules of the occupational forces, be whoever holds Lethian's Crossing post-Conquest or the enforcement of Turon's Fatebinders.

Which brings us to... not bound by citizenship and fealty to Kyros, but subject to the rules and penalties of the occupation, and back to square one.

I wasn't try to say you haven't right to kill Deya. You have, absolutly, for every reason your disgust included. I meant you haven't obligation to do so, because a victim of Deya wasn't protected by Kyros' Peace.

Ouch. I, well, just came to her and say (not literally, but it's meaning): hey, Sandro told me everything. And she answered: oh shit, ok then, I admit everything, what else should I say to be killed. I haven't necklace (and I didn't thought I need it).
I even thought it's looks lame, as I'm recalling now; I mean, well, what was stopped her to deny everything? But then I recall that Tiersmans think Fatebinders can magically discern truth from lies and calmed down.
