So just a simple suggestion, when using random nations setup I would like to be able to "turn off" the HRE mechanics. You know, quality of life and all that.

How does HRE work with Random setup anyway? Every nation that happens to have its capital within historical HRE borders?
Just turn it off by default then. Seems like an oversight with the introduction of Random setup. Would be surprised if that was actually WAD.
