So since 625 A.D Kunduz was ruled by what we may call Tokhara Yabghurs. They were descendants of Ton-Yabgu Khagan, thus from the Ashina clan. It seems they were the suzerain of many other transoxiana countries. At least their country survives until 758, possibly later than that year.
Though I don't know if you will make 769 return ( And the answer is possibly no) I hope they could be added to the game, providing an interesting choice for Buddhist middle Asia players.
