Recently I noticed that after completing 'Lift the ban from other political parties', With democracy at it's highest point, a referendum became available. I didn't have the 100 PP to try it out...
My question is: Does anyone know what it does exactly, the tool tip suggested there would be no blood shed.
Would this block the path to the Ottoman tree if there is no civil war? And does it stop the Kemalists from becoming hostile?
Does it stop the civil war?

This is interesting. I had already noticed that the bare event at 70% democratic support was specifically excluded for Turkey, but I didn't realise that that the decision was still available to them.

If you're going Ottoman, you will flip to democratic through your focus tree anyway. I was going to say there's therefore no reason to take this decision at this point, but I realised there is a very niche circumstance: if you manage to get 60% democratic support (and the 100 PP) before Atatürk dies, you can take the decision in order to unlock Assess Our Future and the best Legacy of Atatürk national spirit prior to holding the multi-party election (which will, on the Ottoman path, lock you into the worst Legacy). As far as I can tell, there's no downside to doing this, but the upside is incredibly situational.

But wait, there's more! If you wait for the civil war, then you can flip to democratic after inviting back the Ottoman officers and get İsmet Inönü as a democratic leader! You still can't take Peace at Home, because this version of İnönü is missing the accent on the first letter of his surname, but by my reading you can (for some reason) go all the way down the Ottoman tree unimpeded. Weird.

So then Ismet does not get the caliph from reclaim the fallen empire?
I like nonaligned over democratic.

I always wait for Mustafa to take ill before the election. I want the land doctrine research bonuses though it slows me down a bit in the race for Greece and of coarse the good legacy. Plus spending too much time with Hostile Kemalists is not a good idea. I also expand armaments after the war starts to get the full duration of the buff and spend the least amount of time rooting out Kemalists (3 is good enough to reduce them to 2 units and 2 states for the civil war).

Yet I still don't get the referendum mechanic...
I'll have to try it sometime.

Edit: Ahh does it perhaps end the stability bleed early?

That focus checks for specific leaders, so no. If you do this or any other weird trick to get a leader other than Abdulmejid II or Dürrüşehvar I then you won't get the trait at all (although the focus will still function otherwise, giving you the cosmetic tag)

No. The short answer is that the referendum is a generic mechanic for everyone, not for Turkey in particular, and is arguably not even supposed to be available for Turkey at all. Because of this, you can use it to do some weird things that aren't entirely intended, but as far as I can tell it doesn't really break anything, let alone in a beneficial way.
