For the period 1 Jan 1942 to 30 Jun, 1942:

Total IC: Vastly in excess of any requirement

Upgrades: Fully fund as required
Reinforcement: Fully fund as required
Supplies: Fully fund as required
Production: Fully fund as required
Consumer Goods: Fully fund as required
Lend/Lease: 50 to 80 IC, as determined by the Politburo

It is anticipated that this full funding approach will nonetheless result in much of the available IC not being used. Building infrastructure to bring the Trans Siberian corridor to 100% efficiency would be a good thing to have, and is certainly affordable, but such a project would not be finished in any reasonable time to effect the war effort.

I have no opinion on the wisdom of granting the French request; if my comrades wish to do so, there certainly are funds available. 50 to 80 IC (to pick some numbers out of my ushanka) would not require us to cut back on our other expenditures. I have modified the proposal to reflect that option.
