I would like to formaly request consideration for the position of Commisiner of Finance. I also have a prelemanary plan for how we should destribute our funds

Preleminary Plan
Upgrades: 26.83
Reinforcments: 6.01
Supplies: 0
Production: 50.7
Consumer Goods: 32.4

With in the next few weeks the IC under production will be completed. This extra IC, and what comes from the completion of the order, should be distributed between upgrades and Reinforcments equally. If the demand for supplies or Consumer Goods go up, IC should be taken from Upgrades and Reinforcments equally.

I support comrade Pasternak's nomination for the position of Finance Commissar. His plan could need a bit tuning but at least he has graced us with one. On the other hand his credentials and commitment to the party are beyond question.

((Not entirely sure what you're referring to here; there are certain areas which maintain Autonomous status throughout the Soviet Union's history [usually ethnic enclaves]. However, Kazakhstan in particular is considered equal to say, Ukraine, Belarus, or Russia as SSRs. Does that answer your question?))
((I was bumbling about doing some research and stumbled upon the fact that 'Kazakhstan' was considered a part of the Russian SFSR as the Kazak Autonomous Socialist Soviet Republic, along with several other ASSRs until 5 Dec '36 when a new constitution was accepted and they were spun off as separate entities within the USSR. Apologies for bringing up something inconsequential and trivial. I have a bad habit of doing that.))


Congratulations to Comrade Sakharov on his appointment. I hope that the Commissariat of Finance will make wise decisions under his administration and that his successor in the Kazakh SSR will help the region continue to contribute to the welfare of the Union.
I wish to report that the GUGB is continuing to act on other concerns I raised in my report to the Politburo regarding the situation in the Ukrainian SSR and beyond. The unfortunate death of Hryhoriy Fedorovych Hrynko does not affect the other Counter-Revolutionary elements who conspire to do harm to the state.

* - Estimates show that when the new factories are finished, we will have ~9 more IC by 10th February. This will all go into upgrades, and will bring the level back to 25 IC for Upgrades.

I support Comrade Sakharov's plan.

I would propose that the 9 extra ic be used for at least 1 more, and preferably 4 more naval transports. These transports would facilitate the the incorporation of Finland, Romania, Bulgaria, Turkey, and Sweden into the Comintern by allowing us to quickly strike vital areas.
