Three of these, the more moderate options, are very alike. Therefore, I'd like to suggest a merging of NF Hrynko's "Conservative plan", NF Yakushev's "Offensive plan" and NF Vatutin's "Middle Way". The combined plan would, to my best judgement, look like this:

10. Install a puppet regime in Yugoslavia -- Agree
11. Install a puppet regime in Romania -- Agree
12. Install a puppet regime in Persia -- Agree
13. Install a puppet regime in Greece -- Agree
14. Install a puppet regime in Finland -- Annex Finland
15. Support a left-wing regime in Spain -- Agree


As a separate issue, I suggest we deal with Albania and Afghanistan while we are in their respective neighborhoods. Perhaps STAVKA might even want to attack Afghanistan early in order to train their forces and officers by building up some practical command experience?

I must confess that you have pleasantly surprised me, for it seems now that we may find a suitable solution to our victory points issue without even putting it to a vote. Comrade Yagoda's adaptations of the merged plan are acceptable to me, and thus the adapted Sphere of Influence Plan would most likely recieve at least 6 out of a possible 10 votes. I would like to hear the other four Commissars' opinions on this as well, but for now, my day of work is over. I'll see you all tomorrow.

This plan seems very reasonable and offers us a good group of buffer states against our capitalist and fascist enemies. As such, this plan has my full support.

However, concerning Spain I wish to urge caution. The Communist Party of Spain is strong, but inner turmoil is easy to see. Their despotic monarchy has been weakening since the time of my birth. I worry that Spain is too unstable and will be a poor puppet that simply drains our resources from more stable, useful, and frankly needed uses of our might. I would rather we bring the Kingdom of Iraq into the fold. This will provide a quick entrance into the oilfields of Arabia and the Suez canal if we ever have to fight the revisionist British Empire. I ask all fellow Narkoms to not allow passion to overwhelm their senses.

I am in developing a plan for foreign affairs in the Middle East that will allow the USSR to control vast amounts of oil. My plan will require the assistance of STAVKA and other branches of the Supreme Soviet and Politiburo to achieve victory, but I'm sure you'll agree that my plan will allow for the absolute victory of the Soviet Union.

At the earliest possibility, I would like to request STAVKA provide an update on how much manpower we can allocate toward the Middle Eastern direction, as it will definitely have an influence upon my foreign policy, and how far we can extend our borders to expand our oil supply. I'd also like to be provided the same for the Ukrainian SSR -- as Bukovina/Ploiesti is an important oil field. Your troop deployments will have an influence on our foreign policy. Thank you.

Born to a Noble family in the Khanate of Khiva his life was quite good compared to others in the same nation. When the Russian revolution broke out in 1917, he saw, only 17 years old, a chance to save his future. He had realized that he couldn't hope to expel the Russians so he joined them. In this time period he took a Russian name to ease communication, and to show he is Soviet and russified, not Turkmen. During the revolution and the following civil war, he showed a brilliant military mind and rose quickly in the grades and at the end of the fighting in 1922, he attained the rank of Podpolkovnik, only 22 years old. At the end of the civil war, he was elected to the Congress of Soviets for the Khorezm People’s Soviet Republic, and with the dissemblance of Khorezm in 1925, he was elected for the Turkmen SSR. In 1932 he was appointed to a position in the commissariate of Foreign Affairs, but was quickly re-appointed as the First Secretary of the Kazakh SSR, as the previous secretary had fallen out with Stalin. After the NK Finance was sentenced for treason in December 1936, he took over the post. In August 1939 he resigned from his post due to a lack of motivation. He was now known as a multi-talent with experience from the army, in politics and foreign affairs, who enjoyed the trust of the Politburo as one of the staunchest supporters of Stalin.

((I don't think that this type of vote is necessary, the plan that seems to be most popular right now is the sphere of influence plan, which gives attention to both Europe and Asia. I think that after a few days of discussion we are probably in a place where we can just vote on the proposed plans.))

Sarigov was born just in the middle of the Feburary revolution near Smolensk. He became part of the Red Army in 1922 and fought the White Army. In one of the battles, he was severely injured and had to stay in hospital for 2 years. In 1925 he was appointed as NK of Education but he decided to leave the position in 1930 and in 1933 he took the position as NK of Agriculture.
